As we approach the end of February 2025, the tally of pending AI-related legislation in the United States has surged to 781, as reported by a dedicated tracking platform.
This tool, managed by the consulting firm MultiState, indicates that the current count of AI bills awaiting action in the U.S. has already surpassed the total number of AI bills introduced throughout 2024 (which was 743). In contrast, state and federal legislators proposed fewer than 200 AI-related bills in 2023.
Only 66 days into 2025, and the number of artificial intelligence legislation pending in the U.S. has officially outpaced the total from all of 2024. 👀

This legislative frenzy is significantly influenced by a lack of progress at the federal level. Congress has thus far found it challenging to establish a comprehensive AI regulatory framework akin to the EU’s AI Act.
The Trump administration has not demonstrated a strong inclination towards proactive AI regulation. In late January, Trump enacted an executive order directing federal agencies to facilitate AI development “free from ideological bias” aimed at fostering “human flourishing, economic competitiveness, and national security.” However, he has yet to express support for any significant AI legislation from Congress.
