U.S. Government Indicts Operators of Crypto Mixing Service Linked to North Korea and Ransomware Criminals

On Friday, the U.S. Department of Justice revealed the indictments of three Russian nationals—Roman Vitalyevich Ostapenko, Alexander Evgenievich Oleynik, and Anton Vyachlavovich Tarasov—accusing them of managing platforms that facilitated cryptocurrency laundering for criminal enterprises.

The trio is believed to have been involved in the operations of Bender.io and Sinbad.io, two cryptocurrency mixers described as “sanctuaries for laundering unlawfully obtained funds, including revenue from ransomware and wire fraud,” according to Brent Wible, the principal deputy assistant attorney general and head of the Justice Department’s Criminal Division, in an official press release.

In 2023, both Blender.io and Sinbad.io were seized as part of a global law enforcement initiative. These platforms are suspected to have been exploited by North Korean hackers skilled in stealing and laundering vast sums of cryptocurrency, as well as ransomware groups that extort financial ransoms from compromised companies.

Ostapenko and Oleynik were apprehended on December 1, 2024, while Tarasov remains at large, as per the DOJ press release.

According to Wible, the three individuals “aided state-sponsored hacking entities and other cybercriminals in profiting from activities that threatened public safety and national security.”

Ostapenko is charged with money laundering and operating an unauthorized money-transmitting business. Oleynik, aged 44, and Tarasov face charges of conspiracy to commit money laundering along with operating an unauthorized money-transmitting business; all allegations that carry a potential penalty of up to 30 years in prison.
