At its I/O event, Google unveiled a prospect that utilizes its generative AI to sift through voice calls in real time, identifying patterns indicative of financial fraud. This reveal has ignited concerns among privacy and security advocates, who caution that the introduction of client-side scanning into mobile platforms may mark the beginning of widespread centralized censorship and monitoring.
Google introduced a novel feature at its demonstration designed to spot scam calls, set to be integrated into an upcoming version of the Android operating system. This system, operating on a significant majority of the globe’s smartphones, employs Gemini Nano, the smallest in Google’s lineup of AI models, promising full functionality directly on the device.
This functionality exemplifies the emergence of client-side scanning, a technology that, despite its potential for combating issues like child sexual abuse material (CSAM) or grooming, has sparked contentious debate and privacy concerns.
Apple stepped back from implementing a similar client-side scanning feature for CSAM detection in 2021 amidst substantial privacy uproar. Nonetheless, the tech sphere remains under pressure from legislators to innovate on detecting unlawful activities on their networks. This could lay the groundwork for comprehensive on-device content monitoring, driven either by governmental mandates or specific business interests.
Meredith Whittaker, the U.S.-based president of encrypted messaging application Signal, voiced her alarm in a X post concerning Google’s scanning technology demonstration, labeling it as highly perilous for paving the way towards all-encompassing device-level scanning.
Cryptography authority Matthew Green, a scholar at Johns Hopkins, similarly expressed concerns on X, suggesting a looming era where AI might be utilized to scrutinize texts and calls for unauthorized actions, potentially necessitating a proof of scan for data transmission through service providers, thereby excluding non-compliant clients.
According to Green, such a future is not far off, with technological attainability anticipated within a decade, further inflaming fears of default censorship.
European critiques of the feature also surfaced swiftly.
In response to Google’s announcement on X, independent Polish privacy and security advisor Lukasz Olejnik, while acknowledging the intended benefits of the anti-scam feature, flagged risks of repurposing such technologies for broad-spectrum surveillance activities, highlighting the considerable implications for privacy and fundamental freedoms and values.
Expanding on his viewpoint, Olejnik shared insights with TechCrunch on the broader implications of incorporating AI/LLMs into software and systems, suggesting such advancements might enable unprecedented societal and behavioral control, thus representing one of the most significant potential threats in the information technology domain.
This underlines the potential for AI/LLMs integrated into softwares and operating systems to be wielded for varying degrees of human activity monitoring and control.

Echoing these concerns, Michael Veale, a technology law associate professor at UCL, highlighted the peril of function-creep from Google’s AI-driven conversation analysis, suggesting that such an infrastructure could be leveraged for broader purposes than initially intended, with potential for regulatory and legislative exploitation.
The reaction among privacy professionals in Europe is particularly intense given the ongoing legislative deliberations within the EU about a message-scanning law that has been criticized for its implications for democratic freedoms and the mandatory scanning of private communications it would entail.
Recent objections raised by a plethora of privacy and security specialists against the proposal highlight the risk of false positives and the inherent flaws and vulnerabilities of client-side scanning technologies that might be deployed to comply with such mandates.
Google has yet to respond to the apprehensions regarding how its AI-driven call monitoring might undermine user privacy.
