Mistral Encourages Telecom Companies to Enter the Hyperscaler Arena

Mistral CEO Arthur Mensch delivered a compelling address at Mobile World Congress on Tuesday, calling on attendees at the world’s largest telecom conference in Barcelona to invest in data center infrastructure and strive towards “hyperscaler” status to enhance the regional AI ecosystem.

“We would greatly appreciate increased domestic efforts to establish more data centers,” he remarked during a Q&A session, replying to a query about whether Europe is allocating sufficient resources to AI.

Mistral, known for its foundational models, is in the process of establishing its own data center in France. Mensch highlighted that it is “progressing slightly down the stack to better serve data centers.”

“In my view, the AI revolution presents opportunities for decentralizing the cloud,” he stated, advocating for “more participants in the market” rather than the current landscape dominated by a few hyperscaler giants: Amazon, Google, and Microsoft.

Mensch also urged European tech entities to lessen their dependence on U.S. technology by opting for local solutions whenever feasible—while acknowledging the necessity for a “pragmatic” approach, as some essential tech infrastructure lacks non-U.S. alternatives.

When asked whether European lawmakers should emulate the Trump administration in reducing regulations, Mensch sidestepped making a direct critique of frameworks like the EU’s AI Act. Instead, he pointed out that the more significant challenge for businesses lies in navigating the fragmentation across the 27 Member States of the EU’s single market.

“As a startup, we’re not overly concerned about regulation,” he explained. “The primary difficulty in Europe is the market fragmentation.”

Mensch expressed support for consolidation within the telecommunications sector. “The consolidation of larger tech firms could prove beneficial,” he suggested to industry attendees, noting that a reduced number of telcos per EU market would simplify the partnership discussions necessary for forging collaborations with telecommunications companies.

What opportunities is the AI startup eyeing from telecom operators? Mensch explained that AI is set to significantly impact network operators, as infrastructure will need to evolve to handle the increasingly “personalized” data streams driven by AI—indicating a need for collaboration with telcos on network improvements.

He also identified prospects for “distribution partnerships” within the industry focused on AI consumer products to ensure that robust AI systems are accessible to all.

In France, Mistral has already established a distribution partnership with Free for Le Chat, its AI assistant. Free subscribers can utilize Le Chat Pro at no cost for one year, after which they will transition to the standard monthly subscription fee. It’s noteworthy that Free is part of Iliad, a telecom firm governed by French billionaire Xavier Niel, who is also a Mistral investor.

Mensch also indicated that AI could assist telecommunications companies in lowering operational expenses.

“Currently, we’re in a manageable position regarding AI regulation—though it’s not perfect,” he mentioned, referring to the bureaucratic hurdles. He welcomed a “shift in perspective” among EU policymakers regarding the necessity of investing in AI.

“I believe the EU AI Act was introduced prematurely, and its focus on the technological aspect is too narrow—making it challenging for us to identify technological means for implementation. Thus, we’re collaborating with regulators to ensure this is addressed,” he added.

When queried about future technological advancements, Mensch predicted that AI models would become progressively more “specialized.”

In the coming years, Mistral will prioritize capturing data from every interaction between models and users. This expertise will be leveraged to create improved models—“to develop specialized AI systems that will be uniquely yours,” he articulated.
