Meta and Spotify Leaders Challenge AI Rules in Europe

In a recent collaboration, Meta and Spotify are joining forces once more, this time focusing on the development of open source (or more specifically, open-weight) AI. The tech giants argue that current regulatory measures are stifling progress in this area. In coordinated announcements on their websites, Meta’s Mark Zuckerberg and Spotify’s Daniel Ek critique European Union privacy regulations related to AI, claiming these hinder their ability to innovate effectively. Specifically, Meta mentions its difficulty in utilizing public data across Facebook and Instagram for AI model training, citing the lack of proper legislative framework.

The duo warns that, in the near term, the restriction on data use, common in other regions, means “the most advanced AI models will not encapsulate Europe’s rich knowledge, culture, and languages. Consequently, Europeans will miss out on the newest AI innovations,” according to Meta’s blog entry. The post underscores that this will leave Europeans without access to the latest advancements in open source technology, forcing them to settle for AI designed with other markets in mind.

Furthermore, the post affirms past assertions that Meta would not make its forthcoming multimodal AI model available in the European Union, attributing this to regulatory uncertainties. Due to these uncertainties, Meta indicates it will be unable to launch future AI developments like the Llama multimodal model, which possesses image understanding capabilities.

On its part, Spotify emphasizes the critical role of AI in the success of its streaming service, allowing for personalized user experiences. “Looking ahead, leveraging open-source AI holds immense promise for advancing the streaming sector. This is crucial for enhancing discovery channels for more artists. Simplifying regulatory frameworks would not only fast-track open-source AI growth but also offer essential support to European developers and the extensive creator community reliant on these technological advances,” Spotify’s announcement states.

Inferring from the statements, it appears Spotify is keen on harnessing Meta’s AI capabilities to enhance its offerings, yet faces similar regulatory roadblocks within the EU.

It’s worth noting that both companies welcome regulation when it serves their interests.

For example, they both view Apple as a common foe, primarily due to its control over the App Store, which has been scrutinized by EU regulators, labeling Apple a major “gatekeeper.” Instead of opposing the regulation per se, Zuckerberg and Ek criticized Apple’s response to new rules under the EU’s Digital Markets Act (DMA), which they see as overly burdensome for developers. Spotify has gone as far as labeling Apple’s compliance approach as “extortion” and a “total sham.”

Meta and Spotify have a track record of collaboration, having previously partnered on music-related features, including a mini player in the Facebook app allowing direct streaming from Spotify.
