Hackers Breach Security and Expose Confidential LAPD Files

In a significant data breach, cybercriminals have reportedly compromised sensitive internal documents from the Los Angeles Police Department (LAPD), releasing them online. This theft includes police officer personnel files, internal affairs investigations, and vital discovery documents that contain unredacted criminal complaints and sensitive personal information such as witness names and medical details, as stated by The Los Angeles Times.

Emma Best, the founder of the transparency organisation Distributed Denial of Secrets, claims that the cyber-extortion group known as World Leaks is behind the incident. Best was able to access and then subsequently observe the data when it temporarily appeared on World Leaks’ leak site, which is designed to extort victims by threatening public exposure of confidential information.

The specifics surrounding the removal of the data from the hacker’s website remain unclear. In response to the breach, the LAPD has initiated an investigation, clarifying that the intrusion did not involve the department’s direct systems but affected a digital storage system linked to the LA City Attorney’s Office. The LAPD is collaborating with the City Attorney’s Office to access the compromised files and evaluate the full extent of the breach.

California law designates most police officer records as private, thereby making this incident particularly glaring. If authenticated, the leak could represent a major violation of police data confidentiality, a rare occurrence given the historical secrecy surrounding such records. Approximately 7.7 terabytes of data and over 337,000 files may have been exposed in this breach.

Requests for comment from spokespeople for the LAPD and the LA City Attorney’s Office did not receive immediate responses. Efforts to reach the hackers for commentary were also unsuccessful. World Leaks has been active since early 2025, emerging from its predecessor, Hunters International, and has since targeted various sectors, including healthcare, technology, and manufacturing. The cybersecurity firm Halcyon has noted the group’s advanced capabilities, particularly their successes against defence contractors and Fortune 500 companies.

This incident underscores the growing concern over cybersecurity in public institutions and the potential ramifications of data breaches on community trust and operational integrity.
