On Tuesday, Dario Amodei, CEO of the AI startup Anthropic, referred to the AI Action Summit in Paris as a “missed opportunity” and called for the AI sector and governments to “accelerate their efforts and clarify their directions.” Read the statement.
“We were glad to be part of the AI Action Summit in Paris and acknowledge the French government’s initiative to convene AI companies, researchers, and policymakers globally,” Amodei stated. “However, it is critical to have more focus and urgency on various issues considering the rapid advancements in technology.”
Amodei’s critique of the AI Action Summit, part of a broader series of events aimed at fostering consensus on AI governance, aligns with sentiments expressed by several academics earlier in the week. One participant told Transformer that the summit’s commitments, which the U.S. and U.K. declined to endorse, were largely “platitudes lacking substance.”
During the conference, U.S. Vice President JD Vance took a notably opposing view, denouncing what he referred to as “massive” and restrictive AI regulations advocated by European entities. Vance criticized the language regarding “sustainability” and “inclusivity” in the summit commitments, labeling them as synonymous with “authoritarian censorship.”
Amodei emphasized in his statement that the sophistication of AI is escalating rapidly, warning that a lack of regulation could lead to severe repercussions.
“The abilities of AI systems can be thought of as akin to an entirely new state filled with highly intelligent entities emerging on the global stage,” said Amodei. “Advanced AI introduces significant risks to global security, particularly in terms of misuse by non-state actors. We must ensure that democratic institutions take the lead in AI, preventing authoritarian regimes from leveraging it for military supremacy.”
Amodei urged governments to allocate resources for monitoring AI utilization and to formulate policies that promote equitable economic benefits from powerful AI developments. He advocated for increased transparency from the government regarding AI safety and security measures, as well as comprehensive risk assessments.
Amodei’s take on the Paris AI Summit contrasts with that of OpenAI, which claimed in a statement this weekend that it viewed the conference as “an important milestone towards the responsible and advantageous evolution of AI for all.”
Historically, Anthropic has expressed a more favorable stance towards AI regulation. Amodei has previously warned that unrestricted AI could lead to detrimental economic, social, and security outcomes. Anthropic was among the few AI firms to support California’s SB 1047, a contentious AI regulatory proposal. In contrast, OpenAI opposed the bill, which was ultimately vetoed by Governor Gavin Newsom last fall.
However, this does not imply that Anthropic operates solely out of altruism. Similar to OpenAI CEO Sam Altman’s recent insights, Amodei does not provide concrete strategies to ensure that the advantages of powerful AI, should it materialize soon, are distributed fairly across society.
