UAE to Pour Billions into Developing AI Data Center in France

In anticipation of the upcoming Artificial Intelligence Action Summit in Paris, the French government has revealed the first of several anticipated financial initiatives related to AI. French President Emmanuel Macron and UAE President Mohamed bin Zayed Al Nahyan have formalized an agreement to invest substantially in the establishment of a large-scale data center focused on artificial intelligence in France.

As detailed in a report from AFP, the investment from France and the UAE is projected to range between “€30 to €50 billion” (approximately $31 to $52 billion at current exchange rates) for the AI campus. The majority of these funds will be allocated towards constructing a data center with a potential capacity of up to 1GW.

On Thursday morning, Clara Chappaz, France’s digital and AI minister, announced that the country has pinpointed 35 potential locations for new data centers, which will benefit from expedited administrative processes. The investment from the UAE is expected to leverage this streamlined approach.

Approximately 65% of France’s electricity is generated by nuclear power plants, while around 25% is sourced from renewable energy. As major tech firms strive to lower their carbon footprints, France is seizing the opportunity presented by the AI Action Summit to attract foreign investments, particularly for energy-intensive data centers.

A coalition of French and Emirati investors is set to support the data center initiative in France, with MGX, a UAE-based investment firm specializing in artificial intelligence, taking part.

MGX was also recognized as one of the primary investors in Stargate, a large-scale AI investment venture spearheaded by SoftBank and OpenAI. During a tech meetup organized by Balderton and Photoroom on Thursday evening, Chappaz expressed optimism about the future of France and Europe in the AI domain, particularly in light of recent advancements by companies like DeepSeek.

“The size and significance of these two announcements indicate that this is just the beginning,” she remarked. “This technology presents us with an opportunity to catch up,” she elaborated.

On Monday and Tuesday, leaders from around the world will convene in Paris alongside global tech executives. They are expected to announce additional investment agreements and a joint declaration, which could emphasize the environmental ramifications of artificial intelligence.

Notable attendees at the summit will include U.S. Vice President J.D. Vance, China’s Vice Premier Zhang Guoqing, European Commission President Ursula von der Leyen, and German Chancellor Olaf Scholz, all set to gather at the Grand Palais in Paris.
